This will differ from team to team. However most managers are highly accessible and you can walk over to their desk to talk at any time. Some are better mentors than others, some are more technical focused, others are more career focused. They are generally on your side and want you to succeed. If you're unhappy with your manager's approach then you can talk to them about this.

Managers have been great at being aware of what I do, and have been able to identify areas for me to improve in order to work towards my promo (I haven't gone for it yet, but the support has been great so far) They do take into account how team members / reports feel, but it can be hard for them to identify it if no one says anything
